EEC3392/91, aus den Jahre 2008, basiert im Wesentlichen auf d. letzten Ammendment 13 der ehem. JAR OPS-1, Section 1, jedoch erweitert um Part Q.
Die beiden aussagekräftigen Paragraphen sind:

OPS 1.195
Operational control
An operator shall:
(a) Establish and maintain a method of exercising operational control approved by the Authority; and
(b) Exercise operational control over any flight operated under the terms of his AOC.

OPS 1.205
Competence of operations personnel
An operator shall ensure that all personnel assigned to, or directly involved in, ground and flight operations are properly
instructed, have demonstrated their abilities in their particular duties and are aware of their responsibilities and the relationship
of such duties to the operation as a whole.

TGL 44 basiert im Wesentlichen auf der ehem. JAR OPS-1, Section 2 und gibt dem Nutzer Auslegungshinweise zur EEC3392/91.

Operational Control

1 Operational control means the exercise by the operator, in the interest of safety, of responsibility for the initiation, continuation, termination or diversion of a flight. This does not imply a requirement for licensed flight dispatchers or a full flight watch system.
2 The organisation and methods established to exercise operational control should be included in the operations manual and should cover at least a description of responsibilities concerning the initiation,
continuation, termination or diversion of each flight.

Competence of Operations personnel
If an operator employs Flight Operations Officers in conjunction with a method of Operational Control as defined in JAR-OPS 1.195, training for these personnel should be based on relevant parts of ICAO Doc 7192 D3. This training should be described in Subpart D of the Operations Manual. It is not to be inferred from this that there is a requirement for Licensed Flight Dispatchers or for a flight following system.
